Add onion, garlic, tomato paste, tomato and cook for few minutes. Then add red wine, beef broth, rosemary, thyme, and celery. Bring it to boil. Reduce the heat to low, cover tightly, and cook for 1 hour, stirring occasionally, then add carrot, cover, and cook, you might need to add a little bit of water. Cook for another hour or until the meat is tender. Season with salt and pepper.
